Agenda 21, a non-binding United Nations program established in 1992, aimed at promoting sustainable development on a global scale. It emerged from the United Nations Conference on Sustainable Development, known as the Earth Summit, held in Rio de Janeiro. The program intended to address sustainability challenges and opportunities facing UN member countries as they headed into the 21st century. It was reaffirmed in 2012 at the United Nations Conference on Sustainable Development, where members produced an outcome document called "The Future We Want"​​.

Agenda 21's implementation is voluntary, varying significantly across member states. The program proposed action at international, national, regional, and local levels, with some national and state governments advising local authorities to implement the plan locally. This local-level implementation often goes by the name "Local Agenda 21" or "LA21".
